Essentially, Ianto's dormant ability would be empathy, or being able to feel a single nearby person's emotions, or emotions that are tied to a particular object. To basically be able to sense and or feel them.
He wouldn't feel it very strong, or get the full reason as to why, or the stories pertaining to why someone is feeling these emotions. Trying to read more than one person at a time, or a large group of people would only result with a wicked headache.
As for objects, he has a particular love for history and things of the past, antiques and alien objects alike and he would basically only be given a glimpse into what that particular object meant to it's owner with a touch.
